Architect registry

Source of truth: k8s/per-architect-sync.yaml ConfigMap. Changes here patch the live ConfigMap directly. Run atlas-mcp registry sync afterwards (or ship a follow-up PR) to regenerate downstream artifacts.

SlugRepo (owner/name, optional)

Empty repo means a cross-cutting agent (no /repos/<slug> mount).
